1) Do your keyword research in Google. It doesn't matter what keywords you come up with in your intuitive mind, if it's not in Google's index then it doesn't exist in the online world.

2) 1 page 1 keyword. Google indexes per page, and the consensus is that 1 page should be optimized for only 1 keyword. LSIs be damned.

3) WordPress rules. There's really no logical explanation, but Google seems to favor websites used with the WordPress framework.

4) Keyword your metas. Meta tags (title, description, image alts, and meta keyword tags) should include your keyword for that page.

5) Backlinks. It's possible to get indexed but impossible to go first page without any backlinks for sensible keywords. You may rank for nonsense keywords though.

6).edu and.gov backlinks. These backlinks seem to pass higher than average link juice.

7) Backlink anchors. You backlink anchor texts should be the keyword you are optimizing for.
